Local Access to Government and Community Service

Heartland Services is delivered by Clutha Development on behalf of the Ministry of Social Development, providing local access to a wide range of government and community services for people living across the Clutha District. The Balclutha Heartland Service Centre is one of around 40 centres throughout New Zealand, helping ensure people in rural communities can access information, support and services close to home.

Located within the Clutha Development office at Te Pou Ō Mata-Au in Balclutha, Heartland Services offers a welcoming, accessible place where residents can seek information, connect with services and receive practical assistance. Whether you need help accessing government information, using online services or finding the right organisation to assist you, our team is here to help.

How We Can Help

Heartland Services provides free access to a range of facilities and support services, including:

  • Information about government and community services
  • Access to government websites and online services
  • Printing, photocopying and scanning
  • Computer, internet, phone and Wi-Fi access
  • Meeting and interview rooms
  • Video conferencing facilities
  • Assistance to connect with the right agency or service
  • Information about local support organisations and community services

Our role is to make it easier for people to access the services they need, without having to travel outside the district.

Visiting Services

Heartland Services hosts a range of regular visiting services, making it easier for Clutha District residents to access professional advice and government services locally.

Inland Revenue (IRD)

Inland Revenue provides a face-to-face outreach service at Heartland Services once a month, usually on the second Wednesday of the month.

Appointments are essential. Please contact Heartland Services to book an appointment.

Justice of the Peace (JP)

A Justice of the Peace is available at the Heartland Services office every Friday from 2.00pm to 5.00pm.

No appointment is necessary simply drop in during clinic hours.

The service includes witnessing signatures, certifying copies of documents and other services provided by a Justice of the Peace. We also provide free photocopying of documents, making it easy to complete the process in one visit.

If you require a JP outside of the weekly clinic, you can find a list of local Justices of the Peace by visiting www.justiceofthepeace.org.nz.

Community Law

Community Law provides a monthly online clinic via secure video conferencing. Clients can meet with a Community Law adviser using our large-screen conferencing facilities in a private setting at the Heartland Services office.

This service continues to provide local access to legal advice following changes to Community Law funding that no longer allow face-to-face outreach clinics.

Appointments are essential. Please contact Heartland Services to arrange a booking.

Additional visiting agencies and community organisations also use the Heartland Services facilities from time to time. If you're looking for a particular service, please get in touch—we'll be happy to let you know what is currently available or help connect you with the right organisation.

Community Meeting Spaces

Heartland Services is more than a place to access information and government services. We also provide free meeting spaces that help local organisations connect, collaborate and support the people of the Clutha District.

Available free of charge (subject to availability), our meeting rooms can accommodate groups of up to 15 people and are used by a range of community organisations, support groups and not-for-profit organisations.

Regular users include the Alzheimer's Support Group, Widows and Widowers Support Group, Age Concern, the Clutha Foundation and a number of other local community groups.

If your organisation is looking for an accessible, centrally located meeting space, we'd be happy to discuss how we can help.

Supporting Community Organisations

Heartland Services is committed to supporting the many organisations and volunteers who help make the Clutha District a great place to live.

In addition to providing meeting facilities and connecting people with services, we work alongside community groups by helping promote volunteer opportunities through the Clutha Development website. This free service helps local organisations connect with people interested in volunteering, strengthening community groups and encouraging greater participation across the district.
